Trump declares US-Russia relations may be at 'all-time low'

It was a grim assessment that echoed the words of Trump's top diplomat, Secretary of State Rex Tillerson, who left an nearly two-hour meeting with Russian President Vladimir Putin in Moscow declaring the countries had reached a "low point" in relations.

"There is a low level of trust between our countries", Tillerson said in a press conference with Russian Foreign Minister Sergei Lavrov on Wednesday, reported The Washington Post.

Russia's top foreign minister said Wednesday that his country will consider reopening a phone line with the United States used to avoid aircraft collisions over Syria only if the USA agrees to stop attacking Syrian government targets.

Amid a fierce dispute over Syria, the United States and Russian Federation agreed Wednesday to work together on an global investigation of a Syrian chemical weapons attack last week.

The West has accused Bashar al-Assad's forces of carrying out the attack in Idlib province that killed 87 people and shocked the world.

Assad ally Russian Federation on Wednesday vetoed a draft UN Security Council resolution demanding Syria cooperate with an worldwide investigation of the attack.

One of his deputies went further, telling Russia's state-owned news agency: "In general, primitiveness and loutishness are very characteristic of the current rhetoric coming out of Washington".

US Ambassador to the UN Nikki Haley told the council that "with its veto, Russia said no to accountability, Russia said no to cooperating with the UN investigation, Russia said no to helping keep peace in Syria. We do not think the world will accept that", he said.

"To my colleagues from Russian Federation - you are isolating yourselves from the global community every time one of Assad's planes drop another barrel bomb on civilians and every time Assad tries to starve another community to death", Haley said during a Security Council meeting earlier on Wednesday. As evidence, Lavrov critically recalled USA interventions in Iraq, Libya and Yugoslavia that he said resulted in increased instability.

Tillerson's comments are a notable reversal in the Trump administration's policy toward Syria.

Putin himself said earlier Wednesday that trust between the two countries had worsened since Donald Trump took office.

"Are we going to get involved with Syria?"

Russian Federation vetoed a United Nations resolution demanding the Syrian government cooperate with an investigation of the suspected chemical attack, saying that Moscow had consistently expressed its "categorical disagreement" with the draft resolution, which led to further criticism from the West including the US.

"Frankly, Putin is backing a person that is truly an evil person", Trump said. -Russian relations have worsened and the tension was acknowledged Wednesday by top diplomats of both countries, who met in Moscow to try and work through differences on a number of major foreign policy issues, including Ukraine and North Korea. Putin's decision to host Tillerson signaled Moscow's intent to maintain communication with the USA even as the countries bash each other publicly in louder and louder tones.

"It's very important that there is a full investigation so that everybody knows, everybody knows, so that the entire world knows how these disgusting chemical attacks occurred and where they come from", said Delattre.
