Korea's Moon to send delegation to China amid frayed ties

Moon began his first full day in office by shaking hands and taking selfies with supporters near his private Seoul home before heading to the presidential Blue House.

Moon asked President Xi Jinping to "personally look into ways to resolve" China's unofficial sanctions targeting South Korean trade and tourism over THAAD. It has also been working to develop a nuclear-tipped missile capable of reaching the United States, presenting Trump with perhaps his most pressing security issue.On Thursday, the USA director of National Intelligence, Dan Coats, told the Senate Intelligence Committee that North Korea posed "a very significant, potentially existential threat to the United States that has to be addressed".

"The terrorists were infiltrated by the CIA of the US and the puppet National Intelligence Service (NIS) of South Korea in a bid to commit state-sponsored terrorism against the supreme leadership of the DPRK by use of a biochemical substance".

Moon, of course, is a longtime critic of THAAD who believes the system has soured relations with Beijing.

During the phone call, Mr Xi laid out China's reasons for its strong and repeated opposition to the system. China denies it has done anything to hurt South Korean businesses.

"The resolution of the North Korean nuclear issue must be comprehensive and sequential, with pressure and sanctions used in parallel with negotiations", Moon's spokesman, Yoon Young-chan, quoted Moon as telling Xi.

Moon and Trump may also disagree on the USA missile defense system THAAD. Moon's aides say he will commute from his home for the first few days as workers finish furnishing the Blue House residential space for him.

Top on the agenda will likely be their different approaches to the North Korea problem and the deployment of the Terminal High Altitude Area Defense antimissile system.

South Korea is willing to work with China to realize the goal of denuclearization of the Korean Peninsula through measures such as restarting the six-party talks as early as possible, the new president said. The two reportedly discussed Japan and South Korea's "troubled" bilateral history, with Moon suggesting that he would scrap an agreement made by his predecessor over the so-called "comfort women" issue.

While taking the oath of office Wednesday, Moon said he's open to visiting North Korea under the right conditions.

Moon also received similar congratulatory calls from Japanese and Indian leaders on Thursday.

Both countries must "take the responsibility to carry out the deal" that was praised by the global community, Abe said, according to those close to the prime minister. In his inaugural address, he promised to "negotiate sincerely" with the US and China to resolve the issue.
