Supreme Court won't rescue NC voter ID law

It's not the first time the Supreme Court has considered an appeal over the law, which was one of the country's strictest.

"Given the blizzard of filings over who is and who is not authorized to seek review in this court under North Carolina law, it is important to recall our frequent admonition that 'the denial of a writ of certiorari imports no expression of opinion upon the merits of the case, '" Chief Justice John Roberts, Jr. wrote.

Cooper, Stein's predecessor as attorney general, opposed the law personally while state attorneys he oversaw defended the law on behalf of the state until the 4th Circuit ruling.

The Supreme Court announced that they will not hear the case, leaving the Fourth Circuit's decision in place.

All North Carolinians should want fraud-free elections.

"We need to be making it easier to vote, not harder, and the court found this law sought to discriminate against African-American voters with 'surgical precision, '" Cooper said in a statement.

The North Carolina GOP said in a statement that it plans to "continue to fight" for the voter ID measures.

The decision guarantees that eligible voters "won't be denied the right to vote", said Stein.

The North Carolina law required that certain forms of government-issued photo identification cards be presented by voters, for example allowing driver's licenses, passports and military identification cards but not public assistance cards used disproportionately by minorities.

The U.S. Supreme Court has declined once again to reinstate North Carolina's strict voter ID law, which was struck down a year ago after a court ruled it was intentionally created to stop African-Americans from voting.

Voters, civil rights groups and the Obama administration quickly filed lawsuits challenging the new laws. The Trump administration has already dropped its objections to the Texas law.

Shortly before President Donald Trump took office in January, the Justice Department urged the Supreme Court to reject the North Carolina appeal.

Noting that the case "raises the question of what entity properly speaks for the state of North Carolina", attorneys who had originally challenged the state's 2013 law likewise urged the Supreme Court to steer clear. A ruling last summer by a three-judge panel on the 4th U.S. Circuit Court of Appeals blocked the law ahead of the November 2016 general election.

"This law, enacted with what the appeals court called discriminatory intent and "almost surgical precision" targeting African-American voters, is meeting its much-deserved demise", Dale Ho, the director of the ACLU's Voting Rights Project, said in a statement.

The Supreme Court opted not to hear the case, thereby leaving in place a ruling by a federal appeals court that had struck down key parts of the legislation enacted by the Republican-dominated state legislature in 2013. The justices rejected the request by virtue of a 4-4 tie on most of the challenged provisions, with the four more conservative justices supporting the state's bid.

"North Carolina law is plain that the General Assembly has the authority to litigate this case even if the state itself, represented by General Stein, chooses not to", attorney S. Kyle Duncan wrote, in what proved a futile effort.

Most of the number involved felons unable to vote because they had not completed their punishments.
