Number of Louth women who travelled to United Kingdom for abortion in 2016

The country's abortion laws are guided by Ireland's Eighth Amendment, which states that a fetus has the same right to life as the woman carrying it and can only be repealed by a popular referendum.

Ann Furedi, chief executive of the British Pregnancy Advisory Service (BPAS), which provides abortions, said: "These figures illustrate that women need access to good abortion services across their reproductive lifetimes, from the point at which they become sexually active right through to their menopause".

But Amnesty International's Grainne Teggert said the figures only partially told the story of women who seek abortions in England, and called on the United Kingdom government to commit to push for abortion law reform here.

The report found one woman suffered complications which could have ranged from bleeding to uterine perforation and/or sepsis and would only have been reported up to the time they were discharged from the clinic or hospital.

On the news, Head of the HSE Sexual Health & Crisis Pregnancy Programme, Helen Deely said: "We need to continue to ensure that women experiencing crisis pregnancy are aware of the free crisis pregnancy counselling services that are available in over 50 locations nationwide".

Three years ago, the New York-based Centre for Reproductive Rights filed a complaint on behalf of Whelan before the committee, arguing that Ireland's restrictive abortion laws violated her basic human rights by subjecting her to cruel, inhumane and degrading treatment, interfering with her right to privacy and discriminating against her on the basis of her gender.

The 2016 number is the lowest in any year since 1969.

Anti-abortion group Precious Life welcomed the drop in numbers.

"While we welcome this ruling, it is outrageous that women have to go to the United Nations to have their human rights respected".

"I think that the UN's interference once again in Ireland's abortion laws is highly undemocratic, this is not a court ruling".

The Assembly recommended abortion on request at least in early pregnancy and for a wide range of circumstances in later stages of pregnancy.
