NSW schools will experience booming enrolments over the next 16 years

Bloated by almost $10 billion in stamp duty from the hot Sydney property market and asset sales, the New South Wales state budget delivered on Tuesday looks like a political victor for the Gladys Berejiklian government.

Privatisations have supercharged NSW finances, with Treasurer Dominic Perrottet set to announce an expected surplus of $4.5 billion for 2016-17 when he delivers his first budget today.

"This budget is the envy of the Western world", Mr Perrottet declared in his budget speech.

The results were boosted by stamp duty receipts of half a billion dollars from the recent sale of the state's electricity poles and wires and the demand-driven astronomical prices of Sydney property now at $7.2 billion in 2017-18.

He described the stamp duty reforms as "too little, too late".

All transfer duties will rise to over $10 billion each year over the next three years.

This adds to $632 million for Campbelltown Hospital, $534 million for Tweed Hospital and $576 million for Nepean Hospital and $341 million for Concord Hospital in the budget that has been previously announced.

Grand total from gambling: $2.3 billion.

Mr Grant welcomed the budget handed down by NSW Treasurer Dominic Perrottet on Tuesday, and said residents in his electorate should be pleased with the funding that was coming out west.

Struggling first homebuyers will also get some relief under Premier Gladys Berejiklian's long-awaited housing affordability package, as stamp duty is scrapped on existing and new homes up to $650,000.

To help fund the changes, the stamp duty surcharge for foreign investors will be doubled to 8 per cent and the land tax surcharge lifted from 0.75 per cent to 2 per cent.

The overhaul is part of a $41 million spend on building and refurbishing police stations across the state, announced in Tuesday's budget.

Planning for the M12 Motorway was also listed in the Budget to receive funding of $21 million from both the state and federal governments.

The Prince of Wales Randwick hospital will receive a $720 million upgrade.

"That's the equivalent to building 124 Harbour Bridges - a once in a generation investment that will transform our state forever", the Treasurer said.

With the Reserve Bank governor Dr Philip Lowe this week saying employee demands for higher wages were now justified, Mr Perrottet would not be moved, also insisting that departmental efficiency dividends would continue to be imposed.

This sees $10 million to support trade and investment activities including funding the network of export advisers around regional NSW which support the states $7.4 billion food and agriculture exports.

Significantly for a state budget, this one is presented with an "outcomes" template for the first time, similar to Oklahoma in the US.

Under the Budget, in what the New South Wales government is calling a 'win for the regions, ' it has been announced that a new wave of Service NSW centres will be rolled out across the state.
