North Korea says it detonated a hydrogen bomb in its sixth nuclear test on Sunday.

At a joint news conference following his meeting with Moon, Putin condemned North Korea's tests, calling Pyongyang's missile and nuclear program a "crude violation of U.N. Security Council resolutions" that "undermines the non-proliferation regime and creates a threat to the security of northeastern Asia".

North Korean laborers would also be banned from working overseas.

"If we fail to stop North Korea's provocations now, it could sink into an uncontrollable situation. It would be very hard - actually, impossible", Putin told reporters.
