Interior minister Amber Rudd said it was "absolutely fine" for the foreign secretary to intervene publicly but that she did not want him managing the Brexit process.

But in a wide-ranging article for The Daily Telegraph, the foreign secretary chose to repeat the claim.

The home secretary, who was a vocal and passionate remain campaigner in last year's European Union referendum, was also asked about her comments at the time that Johnson was the "life and soul of the party but he is not the man you want driving you home at the end of the evening".

"What we've got is Theresea May managing that process, she's driving the vehicle to continue the allegory, and I'm going to make sure as far as I'm concerned and the rest of the cabinet is concerned we help her do that". Chancellor of the Exchequer Philip Hammond has sided with business in suggesting three years, while others such as Foreign Secretary Boris Johnson and Trade Secretary Liam Fox are reported to favor a shorter timeframe.

David Norgrove, of the UK Statistics Authority, said he was "surprised and disappointed" that Johnson was still quoting a figure that confused gross and net contributions.

It will come just days after 30 people were injured in a bomb blast on a London Underground train on Friday.

Mr Johnson claimed the UK Statistics Authority chief had privately conceded he was "more concerned" by the headlines in the coverage of the 4,000-word Brexit blueprint and "accepted that I was not responsible for those".

Johnson's article re-ignited speculation that he would challenge May for the leadership of the Conservative Party.

British business leaders urged Prime Minister Theresa May to seek a three-year transitional period after Brexit, warning failure to secure more time would jeopardize "our collective prosperity".

After his article's publication in the Telegraph Mr Johnson later tweeted he was "all behind Theresa for a glorious Brexit".

Stephen Gethins MP, SNP spokesperson on International Affairs and Europe, said: "Theresa May must make clear whether Boris Johnson is speaking for the UK Government with his latest embarrassing intervention on Brexit".

"They are in grievous error, all those who write off this country, who think we don't have it in us, who think that we lack the nerve and the confidence to tackle the task ahead", said the politician.

The Government should "seize the opportunity" of Brexit to reform the United Kingdom tax system to boost investment, he suggested.

"And what's happened since then is that those of us who fought very hard for what we believe, either on the Remain side like me or on the Leave side like Boris, have got together in Government".
