China, Russia start joint naval drills

Grace Jo speaks at the George W. Bush Institute

What has North Korea said? "But we also have to look at the fact that you are dealing with someone who is being reckless, irresponsible, and is continuing to give threats not only to the United States, but to all their allies, so something is going to have to be done".

"Our Embassy in Tokyo and Consulate General in Osaka are closely monitoring the situation and are regularly providing updates to the Filipino community", he added.

The report said that work is in full swing in North Korea's Nampo Naval Shipyard.

In response, the new sanctions were condemned "in the strongest terms" by North Korea, which branded the UN's resolution as "illegal and unlawful", according to Reuters.

Washington has also asked China to do more to rein in its neighbour and ally, while Beijing has urged the United States to refrain from making threats against the North.

It carried out its sixth and most powerful nuclear test earlier this month, and fired a long-range ballistic missile over Japan that landed in the Pacific.

On North Korea's latest ballistic missile test last Friday, which saw a Hwasong-12 intermediate-range ballistic missile fly over Japan to land in the northern Pacific, Mattis said Japanese and USA military bases in Japan did not shoot it down because it wasn't "directly threatening any of us".

Trump spoke on Saturday night with South Korea's President Moon Jae-in, pledging joint "steps to strengthen deterrence and defence capabilities and to maximise economic and diplomatic pressure on North Korea", according to the White House. Mattis confirmed that policy on Monday, saying it would not shoot down a North Korean missile unless it poses a direct threat to the United States or its allies.

With its constant nuclear and missile tests, North Korea has been a foreign policy headache for the Trump administration, prompting the United States to have a plan should tensions escalate.

"The two leaders agreed to work closely and to put stronger and more effective sanctions and pressure on North Korea in cooperation with the worldwide community", South Korea's presidential spokesman Park Soo-hyun said.

U.S. Defense Secretary Jim Mattis hinted on Monday about the existence of military options on North Korea that might spare Seoul from a brutal counterattack but declined to say what kind of options he was talking about or whether they involved the use of lethal force.
