Mr Trump has called for tougher policing of the nuclear deal

But during his speech to the U.N. General Assembly this week, he was dismissive of the nuclear agreement, calling it "an embarrassment" and "one of the worst and most one-sided transactions the United States has ever entered into".

Tillerson told Fox News that "the president really wants to redo that deal", but admitted that the US would need "the support, I think, of our allies, the European allies and others, to make the case.to Iran that this deal really has to be revisited".

But Israel's Prime Minister Benjamin Netanyahu backed Mr Trump during his speech, saying the deal with Iran should be amended or scrapped altogether, and warned against the spread of Iranian influence in the Middle East. He warned the U.S. would "totally destroy North Korea" if forced to defend itself or its allies, adding that while the U.S. has "great strength and patience", its options could soon run out.

"When the announcement is made, it will fit into a fundamentally sound and broad strategy aimed at addressing Iran's destabilizing behavior and prioritizing protecting American vital interests", McMaster said on NBC's Today show.

On Wednesday, a senior US official said Trump was leaning toward not certifying that Iran is complying with the pact, and letting Congress effectively decide whether to kill the agreement. "Those who threaten us with annihilation put themselves in mortal peril". And although it is not as part of the agreement itself, it is now in jeopardy by Trump's own admission. The secretary told reporters it would now take some time to prepare to implement the decisions.

Trump is reportedly most upset about the accord's "sunset clause", which lifts restrictions on Iran's nuclear enrichment after 2025.

"The option that we say we have at our disposal.will never be going towards nuclear weapons", Rouhani said. "Nor will they bolster Chinese, Russian or allied confidence in the USA approach".

Instead, the administration is more likely considering either not certifying the accord next month by claiming Iran has violated its end of the agreement, or vigorously enforcing the agreement as is while continuing to slap Iran with non-nuclear sanctions.

The U.S. president's speech tacked in another direction. And Rouhani offered a subtle reminder that many countries already have businesses engaging with Iran - businesses that might stand to lose if the United States reimposes punishing sanctions.

There is a secondary step to this option that the administration may be planning as well. He also ruled out the idea of renegotiating the pact.

Now, Tillerson on the other hand said that while it's technically true that Iran is not violating the deal, the US thinks that Iran is violating the spirit of the deal by being a bad actor in other areas.

But the agreement is not just between the USA and Iran. The European Union is gathering all the parties involved in the nuclear deal this evening on the sidelines of the U.N. General Assembly, and Zarif and Tillerson are expected to attend. "I have decided", he declared to reporters earlier Wednesday, a day after launching a scathing attack on Iran and its government in his address to the U.N. General Assembly.

Secretary of State Rex Tillerson says Iran is in "technical compliance" with the 2015 nuclear deal but it's failing to live up to the expectation that the deal would remove a "serious threat" to the region.

"Regrettably, since the agreement was confirmed we have seen anything but a more peaceful stable region, and this is a real issue", he told reporters.

Trump said on Wednesday he has reached a decision on whether to recertify Iran´s compliance with the deal to curb its nuclear programme but did not reveal his intentions. To them, the deal is not doing what it was meant to do, and the USA shouldn't be held to it any longer.
