German prosecutors have arrested a second employee of Audi, the carmaker owned by Volkswagen, in a deepening investigation into an emissions- cheating scandal.

VW attributed the latest charge to "an increase in provisions relating to the buyback/retrofit program for 2.0l TDI vehicles".

Earlier this year former Volkswagen Group engineer James Liang was sentenced to 40 months prison in the U.S. for his role in the emissions-dodging scandal, while former Volkswagen executive Oliver Schmidt will be sentenced in the United States on December 6. As The Wall Street Journal pointed out, however, VW spins off enough cash to pay the costs of the diesel scandal, but that spending hampers its ability to invest in innovation. Investigations found no evidence against him, Porsche said in May 2016. As Reuters reports, VW shares fell as much as 3% on Friday, as traders and analysts expressed dismay that the company was still booking charges for the scandal.

Leading up to the September 24 national election in Germany, various high-ranking politicians have said German customers deserve the same kind of financial compensation that VW's US diesel customers have received, even though emissions standards and technologies are different on the two continents and even though, in independent emissions tests, many non-German cars have fared far worse than VW Group models. He was VW Group's powertrains chief during the time the automaker developed and sold diesel engines manipulated to cheat tests for NOx emissions.

On Friday, VW said it was setting aside an additional €2.5 billion ($3.0 billion) as hardware fixes for the models were proving tougher than expected and would take significantly longer.

The charge will take a bite out of the financial results scheduled for release on October 27, the Wolfsburg-based company said, explaining that the make-good plan in response to the scandal is "proving to be far more technically complex and time-consuming" than anticipated.

"Here in Europe, it's all going smoothly", he added.

It will be recorded as a negative special item in third-quarter results.

Since admitting to installing emissions-cheating software in 11 million diesel cars across the world, Europe's largest carmaker has been in talks with customers and governments over compensation and damages.

Volkswagen Group's former top engineer, Wolfgang Hatz, has been arrested by German prosecutors in connection with the automaker's diesel-rigging scandal, press reports said.
