South Korea: Return of wartime operational control will scare North

A South Korean military with its own wartime operational control will be more fearsome to the North, President Moon Jae-in said Thursday, repeating his commitment to bolster the country's independent defense capabilities and assume command authority from the United States.

In a separate speech on Thursday, Moon said cooperation with the global community to curb the North's nuclear ambitions was at its highest level ever and called for the strengthening of South Korea-U.S. defenses to rein in the North.

"North Korea will fear us more and the people will have more faith in our military when we have wartime operational control of our military", Moon said in his speech.

To that end, President Moon is promising to implement reforms to create a more professional military, and to increase national defense spending to develop its own missile defense system, and launch five military satellites to provide needed intelligence, surveillance and reconnaissance capabilities.

Moon also noted his government's resolve in protecting the country and its people.

The President added that the South Korean military should "further strengthen" the system, that it should be completed ahead of schedule, and that Seoul would not be able to guarantee peace "without strong security", he said.

The reasons given by the conservative establishment for opposing the accelerated transfer of OPCON are North Korea's development of nuclear weapons and missiles and the South Korean military's inadequate preparedness, but these reasons don't make sense.

The Korea Massive Punishment and Retaliation (KMPR) is part of a three-axis system which also includes the Kill Chain pre-emptive strike program and the Korea Air and Missile Defense (KAMD).

The presidential aide also said the Gyeryongdae tri-service headquarters, where the Armed Forces Day ceremony has traditionally taken place, is too small to demonstrate Army, Navy and Air Force capabilities. "And they will be getting what they want, if this goes through", Kelly said.

A source from South Korea's defense ministry said he could not confirm details of the report or whether there has been any unusual activities in the area mentioned.

In a meeting with President Moon Jae-in on Thursday, national security adviser Chung Eui-yong said he expected Pyongyang to act around October 10 and 18, to coincide with the anniversary of the founding of its communist party and China's all-important Communist Party Congress, but he gave no details.

"The U.S. has pledged to expand the rotational deployment of its strategic assets near the Korean Peninsula", Chung told the political leaders after being asked if there was "any crack" in terms of trust between the security allies.

"(The deployment) will begin before the end of this year, and this will help us expand our defence capabilities", Chung was quoted as saying by Yonhap news agency. October 10 is one of the most important political anniversaries of the North - the anniversary of the Workers' Party foundation.
