On Monday, Yuriko Koike, the governor of Tokyo, announced the formation of a new political party.

On Monday Shinzo Abe, the prime minister, announced what seemed to be a routine snap election, meant to take advantage of the weakness of the opposition to secure four more years in power.

At a press conference Koike pledged to "re-set Japanese politics". The Japan Socialist Party had taken power in the late 1940s, a shift initially welcomed by a post-war occupying USA administration concerned about a resurgence of Japanese nationalism.

She said she wasn't running just to come in second in the upcoming race and become another impotent fringe opposition group.

Mr Stephen Nagy, a professor at International Christian University in Tokyo, said: "Another missile test would likely put him in the limelight further, casting a shadow on the Party of Hope's policy credentials".

The launch of the new party was orchestrated by Wakasa Masaru, a House of Representatives member from the LDP close to Koike, and Hosono Gōshi, a former environment minister who had left the DP in August.

Currently, the DP has 88 members in the lower house of parliament, making it legislature's second-largest political bloc. The new party was given a surprise boost on Thursday when the DPJ effectively disbanded itself and threw its support behind Koike.

According to the survey, 27 percent of the respondents plan to vote for the ruling Liberal Democratic Party in proportional representation districts in the expected lower house election, versus 8 percent who favor the struggling main opposition Democratic Party.

"Now I'm at a loss as to who to vote for".

"I must seek your support in order to overcome this national crisis", Abe said.

Koike previously maintained a cautious distance from Abe, but she now has adopted a more confrontational stance. A separate poll by the Asahi newspaper showed Party of Hope notching 13 percent and the LDP hitting 32 percent.

Maehara stressed that his move didn't amount to a merger.

The impact of the brand-new Party of Hope on the electoral scene will be determined by several factors. They will have to be vetted by Koike to see whether their political views are compatible.

The LDP is sure to attack her for lack of specifics.

In terms of Abe's policies, clearly, the policy that resonates above all others is the prospect of raising the sales tax again by October 2019. Its chairman was the governor of the capital prefecture Yuriko Koike. They paint a picture of a basically conservative leader with some liberal impulses.
