Baghdad urges Peshmerga to withdraw to pre-2003 borders

Iraqi forces threatened on Wednesday to resume operations to capture northern Kurdish-held territory after accusing authorities there of delaying handing over control of Iraq's borders with Turkey, Iran and Syria.

Iraqi Prime Minister Haider al-Abadi on Wednesday accused the Kurdistan Regional Government (KRG) of not remaining committed to an agreement to withdraw their forces from disputed zones in the north of the country while the Joint Operations Command condemned military actions that hinder the spread of forces in those areas.

Iraq's Kurdish Regional Government said on Thursday it has offered to deploy its troops alongside Iraq's to man a strategic crossing into Turkey.

He said the ceasefire was meant to allow the Iraqi forces to spread unhindered in disputed areas and on global borders.

Tension has mounted between Baghdad and the KRG since September 25, when the latter held an illegitimate referendum on Kurdish regional independence.

On Oct. 31, a JOC statement said that a team headed by the Iraqi Army's Chief of Staff, Othman al-Ghanmi, conducted a visit to the crossings of Faysh-Khabur and Ibrahim al-Khalil to determine the security requirements for redeployment of federal forces in the two crossings.

"During the negotiations, the (Kurdish) region was moving its forces and building new defenses", the Iraqi statement said.

The Kurdish Peshmerga fighters' command accused Iraqi forces of massing weapons and threatening force to resolve "domestic political differences".

The crude from the northern regions is carried by a pipeline across Iraqi Kurdistan and then Turkey. That meant vehicles crossing the border were subject to three checks.
