Manus Island: Turnbull declines New Zealand refugee offer

Addressing parts of the Trans-Pacific Partnership will be a priority for her at this week's APEC meeting in Vietnam, Prime Minister Jacinda Ardern says.

Meanwhile Papua New Guinea Immigration Minister Petrus Thomas says it's no longer possible to restore services to the Manus Island detention centre, and has urged its inhabitants to leave.

New Zealand, which takes a total of 750 refugees a year, first made its resettlement offer to the then Labor Gillard government.

But Mr Turnbull did not rule out accepting Ms Ardern's offer at a later stage.

So far 54 refugees have been resettled in the US.

"We have an arrangement with the United States where a substantial number - 1,250 - can, subject to the U.S. rigours vetting, be resettled in the United States".

"In the wake of that obviously we can consider other ones", he said.

But fronting the media at Kirribilli House on Sunday, both Mr Turnbull and Ms Ardern said they had been engaged in "strong talks" and were confident of building a strong relationship.

"This is a very genuine offer", she said.

"The matter is already before the International Criminal Court (ICC), and of course New Zealand is a signatory to the Rome Statute so we have jurisdiction to take action against perpetrators of crimes against humanity and war crimes".

Ardern said it had not been rejected and still remained on the table.

More than 600 refugees have barricaded themselves on Manus Island.

Opposition Leader Bill Shorten believes the federal government should accept the offer. "We have put the people smugglers out of business, and we will keep them out of business".

It comes after a government backbencher broke ranks to support sending refugees to New Zealand to help end the stand-off on Manus Island.

"Whilst it has not been taken up immediately, the Prime Minister thanked New Zealand for the offer, acknowledged it and it is something that still remains in place". "It is now an acute situation that Australia is dealing with".

Senator Di Natale said New Zealand had a more compassionate approach to refugees.

"They have said they are prepared to shelter some of these people and they are showing the decency and compassion that this Australian Government is so lacking".

"We are talking about people who have been attacked and assaulted in these camps, where women who have been raped have been denied terminations".
