Administration Official Dangles 'Amnesty' for 350000 Semi-Illegals

The announcement comes before the administration is set to announce whether it will extend the program for Hondurans and Nicaraguans on Monday (UPDATE: The Department of Homeland Security made a Monday evening decision about TPS for Nicaragua but said it needed more time to explore a decision on Honduras), and Haitians on November 23.

Cecilia Menjívar, a professor of sociology at Kansas University who studies TPS, said that most Central American immigrants protected by the program have been in the US for about 20 years and are unlikely to leave, regardless of the DHS decision.

According to Acting Secretary of Homeland Security, Elaine Duke, that initiative, created to favor immigrants after the devastating hurricane Mitch in 1998, is no longer necessary.

"They have roots in this country".

In addition, the DHS said the Nicaraguan government did not request that TPS be extended for its citizens in the United States. El Salvador became the first country to receive TPS designation in 1990 in the aftermath of the country's civil war.

The elimination of the program won't be immediate as it will be extended until January 2019 to allow Nicaraguans to return to their countries.

Proponents of TPS for people from Central America and Haiti argue that ending the designation for those countries is counterproductive and could also drive more illegal immigration.

Immigration officials regularly decide whether to renew the programme every six to 18 months for each country.

But the bigger impact will come when the administration makes a final decision on Salvadorans and Haitians' status.

A bipartisan coalition of legislators led by Carlos Curbelo, R-Fla., proposed a bill last week that would grant TPS recipients from Honduras, Haiti, El Salvador and Nicaragua a chance to apply for permanent residency.

Belinda Osario, a native of Honduras who works as a housekeeper at Walt Disney World in Orlando, Florida, told reporters that living her life in six-month increments waiting for a decision on TPS was "like a torture".

"Among the families with TPS work permits hearing of their status yesterday and in the coming weeks and months are an estimated 273,000 USA citizen children". She said that there is a lot uncertainty, especially for those with little options to adjust their status and get permanent residency.

Norma Portos is an immigration lawyer who has worked with Salvadoran TPS holders living in NY. "They've been getting working and they have 275,000 citizen children". "This is yet another attempt by the Trump administration to dehumanize immigrants and communities of color, particularly when they are in their greatest need". Only Congress can provide a permanent solution for individuals enrolled in TPS.

Although TPS is renewed on a regular basis, the administration's approach to restrict protections from deportations have made TPS-holders nervous said Portos.

More than 5,000 Nicaraguans and about 85,000 Hondurans are beneficiaries of that program. But the fate of TPS is more tenuous under President Donald Trump whose executive orders on immigration aim to limit legal immigration and deport undocumented immigrants.
