Sports gambling has always been big business and its a matter of time before pro leagues look to get in on that action.

The American Gaming Association were pleased by the NBA's position, but according to the New York Daily News, they scoffed at the NBA receiving a cut of bets. His successor, Adam Silver, called for legalized sports betting in an opinion piece in the New York Times over three years ago.

Spillane said sports leagues should get 1 percent of all bets placed on their games in recognition that the leagues "provide the foundation for sports betting while bearing the risks".

The bill defines sports gambling as: a lottery, sweepstakes or other betting, gambling or wagering scheme based, directly or indirectly, on one or more competitive games in which amateur or professional athletes participate, or are meant to participate, or on one or more performances of such athletes in such games. If so, the bill would need to be passed in two consecutive legislative sessions, which could delay the onset of sports betting to 2020 or beyond. "And if sports betting becomes legal in NY and other states, sports leagues will need to invest more in compliance and enforcement, including bet monitoring, investigations, and education", Spillane told the committee, via his prepared statement.

The NBA said in written testimony that it supports "a federal framework" that would allow all 50 states to offer sports betting, under "strict regulatory requirements and technological safeguards".

Humphreys says a New Jersey case that's now before the U.S. Supreme Court could give states the chance to decide for themselves whether or not to allow legal sports gambling. "This approach draws from how sports betting is legally regulated in some other global jurisdictions, like Australia and France".

But the National Basketball Association says that would cause significant issues. A decision is expected early this year, and some justices have indicated that they'd be in favor of removing the federal ban. The 1% fee amounts to more than 20 percent of sports book revenues, according to William Hill sports book CEO Joe Asher.

The NBA is backing a state-by-state solution that would pave the way for nationwide sports betting.

"Certain types of bets are more susceptible to manipulation than others, such as whether a player will commit the first foul of the game", Spillane said.
