Russians compromised election systems in seven states

The NBC report reveals the states had their websites and voter registration systems compromised before the 2016 election.

The NBC News report details intrusions in at least seven states where Russians didn't just poke around but are said to have "made it through the door". "They have assured us that they are not aware of any other attempts - successful or unsuccessful - to breach Wisconsin's systems" beyond two previously reported attempts that were unsuccessful.

Senior intelligence officials told NBC News those seven states were Alaska, Arizona, California, Florida, Illinois, Texas and Wisconsin.

This is not the first NBC News report on possible Russian hacking that has drawn fire from DHS.

Federal intelligence officials never told the states, though some were informed that a foreign entity attempted to probe their systems but didn't disclose it was Russian Federation. At the time, federal officials acknowledged that a number of the attempts were successful but did not say in which states. That fragmented system could be seen as a benefit, because hackers can't compromise the whole system with one attack. The article, again citing the unnamed officials, said some states were compromised worse than others, with activity ranging "from entry into state websites to penetration of actual voter registration databases".

"This seems to be either old news or incorrect news", Michael Haas, administrator of the Wisconsin Elections Commission, said of the report.

"This relationship is built on trust and transparency, and we have prioritized sharing threat and mitigation information with election officials in a timely manner to help them protect their systems", DHS acting press secretary Tyler Houlton said. We believe tonight's story to be factually inaccurate and misleading.

The piece, headlined "U.S. intel: Russian Federation compromised seven states prior to 2016 election", came with a push notification to mobile phones that alerted subscribers to the scoop. She said no information was shared at the meeting to contradict the state's September announcement that its website had been scanned but not compromised.

While officials in Washington told several of the states ahead of the elections that foreign entities were probing their systems, none were told the Russian government was behind it, NBC News reported.

"In no case is there any evidence that votes were changed or that Russian actors gained access to systems involved in vote tallying", he said. "We stand by our state and local partners who are working diligently to secure the nation's election infrastructure in 2018 and beyond". DHS also noted that states were also told to look out for "general efforts to disrupt the elections process", including on social media, Sandvoss said.
