Judge rules $560M Powerball jackpot victor can remain anonymous

He did rule, however, that the woman's hometown can be publicly released, as it was "highly unlikely" that the woman could be identified as the victor exclusively based on her hometown.

An essential decision ahead, Mr Shaheen said, will be for the victor to determine whether to spend the money while she is alive or to create a more enduring fund, like a foundation or endowment.

New Hampshire lottery rules have required the winner's name, town and amount won be available for public information, in accordance with open-records laws and to increase trust in the lottery system.

The unidentified woman signed her ticket after the January 6 drawing, but later learned from a lawyer that she could have shielded her identity by writing the name of a trust. The commission said any adjustment of the ticket would make it invalid.

"With another major winter storm in the forecast, personal and public safety are top priorities", said Michael Sweeney, Executive Director of the Massachusetts State Lottery in a written statement. The state Attorney General's Office said the woman's name must be revealed because she signed the back of the ticket, USA Today reported.

Maura McCann, a spokeswoman for the Lottery Commission, said in an e-mail that the state couldn't release Doe's hometown Monday, since "the ruling is not yet a final decision, still subject to final review and appeal".

The lump sum payment before taxes would be about $229 million.

Gordon, the lawyer for Doe, said publicity surrounding the matter has dwarfed his prior cases, including a high-profile lawsuit brought by families of people killed by James "Whitey" Bulger.

He said the intense public interest in the Powerball suit "was unprecedented from my perspective".
