The build-up came as President Macron of France said he has proof that the Syrian regime carried out a chemical attack last week, but he still has not decided whether to join military action.

The French president unveiled that Paris had "proof that chemical weapons were used last week, at least chlorine, and that they were used by the regime of Bashar al-Assad".

French and U.S. officials were "working very closely, and we will have decisions to take, at the time we choose, when we consider it most useful and most effective". His post indicated that missiles would be coming. Mr Macron did not supply the source of his information.

Macron did not describe the evidence or say how France got it.

The French president, who said he was in daily contact with President Trump, said any strikes would go after Syria's "chemical capabilities". It prompted worldwide condemnation and the promise of action in response from U.S. President Donald Trump and Macron.

With increasing concerns about a U.S. -Russia proxy war in Syria, Macron insisted that "France will not allow an escalation or something that could damage the stability" of the region. On Thursday, however, he tweeted: "Never said when an attack on Syria would take place".

President Trump warned Russian Federation on Wednesday to "get ready" for a missile attack on its Syrian ally, but tweeted Thursday that it may come "very soon or not so soon at all!" "I say that as a friend of the United States and as a friend of the United Kingdom". Where is our "Thank you America?" Also on Thursday, the UN Security Council was to hold an emergency meeting to discuss the crisis, the BBC reported.

She also added that Germany would continue to support measures to show that use of chemical weapons was "unacceptable".

European Council on Foreign Relations senior policy fellow Julien Barnes-Dacey said it was hard to see how the west could produce a wider strategy for Syria that allows for meaningful impact and limits escalation.

US President Donald Trump tweeted earlier that Russian Federation needed to get ready.

"More fundamentally, there does seem to be some awareness that another round of strikes is unlikely to effective without a wider strategy, which for the moment is sorely lacking".

In Russia, Syria's main military ally, Kremlin spokesman Dmitry Peskov urged against "any steps which could lead to an escalation of tensions".

May recalled the ministers from their Easter holiday for the meeting at 3:30pm in Downing Street to discuss Britain's response to what she has cast as a barbaric attack that can not go unchallenged.

The Jaish al-Islam group in Douma agreed on Sunday to withdraw, hours after the suspected chemical weapons attack on the town that has raised the prospect of USA strikes.

There was no official announcement by Damascus that its forces had retaken the town of Douma, located near the capital Damascus, from rebels.

President Assad's forces deny involvement in the attack in Douma.

First responders said more than 40 people died on Saturday after suffering symptoms consistent with chemical exposure, including wheezing, discoloured skin and foaming at the mouth.
