
Cory Gardner (R-Colo.) said he and Trump had reached the agreement following the senator's pledge to block all Justice Department nominees until the president promised not to interfere in Colorado's legal marijuana industry.
The name refers to former Deputy Attorney General James Cole, whose memo explained the policy.
"Given how much larger the USA cannabis market is in comparison to Canada or any other country this development is potentially game-changing for industry participants", he said in an emailed statement.
"Since the campaign, President Trump has consistently supported states' rights to decide for themselves how best to approach marijuana", Gardner told the Associated Press.

Though pure speculation, Trump may be looking for a public-relations boost while embroiled in the ongoing investigation by US Special Counsel Robert Mueller into Russian involvement in the 2016 presidential campaign to Trump's benefit.
