It is clear that Emmanuel Macron relishes his unofficial role as leader of the EU's reformers nearly as much as he does his official one as president of France.

He said Europe seemed to be engaged in a "kind of civil war", before decrying the growing "fascination with the illiberal" in reference to the eurosceptic electoral victories in Italy and Hungary, adding that there had never been a time when the European Union had a greater responsibility to act.

Macron is planning to meet with Merkel on Thursday.

The young French leader's call to arms comes after eurosceptic populists won elections in Hungary and Italy, and as Brussels confronts Poland's right-wing government over the rule of law.

The British Euroskeptic MEP had lunch with Macron in Strasbourg, where the French president was visiting to hold a debate in the European Parliament about the future of Europe.

Macron said democracy was the "best chance" for the European Union to fight against rising nationalism on the continent.

Loekke Rasmussen wrote on Twitter on Tuesday that "we need Europe to work for the citizens - not the other way around".

French President Emmanuel Macron is proposing creating a new tax on the digital economy to help finance the European Union budget. He told MEPs that the answer to authoritarian democracy should be "the authority of democracy".

European Parliament President Antonio Tajani also attended the lunch meeting and, according to Farage, introduced him to Macron as Parliament's "enfant bad".

"Macron obviously doesn't yet understand that the future of Europe will be Euroskeptic".

Macron said that France was ready to increase its contribution to the EU's first post-Brexit multi-year budget, which begins in 2020.

He is also expected to push for deep reforms of the 19-nation eurozone.
