The immigrants are named after the Empire Windrush, one of the first ships to bring Caribbean migrants to Britain in 1948, when Commonwealth citizens were invited to fill labor shortages and help rebuild the economy after World War Two.

"Making sure that we have an immigration policy that is fair, treats people with respect and with decency - that will be one of my most urgent tasks", he told reporters.

He backed the losing Remain campaign in Britain's 2016 referendum on its European Union membership, but his pro-EU position was lukewarm.

Amber Rudd's denial that there were "targets" for the expulsion of immigrants - despite all evidence pointing to the contrary - became too much after the Windrush affair.

The Secretary of State for the Home Department has overall responsibility for all Home Office business, including security and terrorism, legislative programme and expenditure issues.

But Labour lawmaker David Lammy, a strong critic of the government's immigration policies, said the scandal would cause European Union citizens to think, "My God, if this can happen to Windrush, of course it can happen to us".

The prime minister's critics note that it was May - not Rudd - who as Home Secretary in 2012 was responsible for the changes in immigration rules that led to doctors, landlords and employers checking people's immigration status.

Home Secretary Sajid Javid said he would do "whatever it takes" to resolve the status of all those who have become innocent casualties of the Conservative government's tough immigration policies.

His predecessor, Amber Rudd, was forced to resign after she admitted in a letter to Ms May that she had "inadvertently misled" a parliamentary committee last Wednesday by denying the government had targets for the deportation of illegal migrants. Others have been told by the government that they are in Britain illegally and must leave. "My parents came to this country. just like the Windrush generation", Javid wrote in "The Sunday Telegraph".

Rudd had claimed to a parliamentary committee that her department did not impose targets, but the Guardian reported on Sunday that in a private letter to May in 2017, she had informed the Prime Minister that she meant to boost deportations by 10%.

"She was presiding over, in her terms, the creation of a hostile environment", towards illegal immigration, he said.

The scandal has weighed on May, who, after winning support for tough responses on Russian Federation and Syria, has lost a close ally and must now try to overcome rifts in her Conservative Party over Brexit, especially on future customs arrangements with the European Union.

Her departure is unfortunate timing for May, whose centre-right Conservative Party faces potentially bruising local authority elections across England on Thursday.

Following Javid's promotion, the Downing Street also announced that former Northern Ireland Secretary James Brokenshire will return to the cabinet as Housing, Communities and Local Government Secretary.

The main opposition Labour Party accused Rudd of being a "human shield" for May.

Last year, when U.S. President Donald Trump retweeted a message from a far-right Islamophobic group, Mr. Javid broke ranks with his Cabinet members.
