USA names suspect in Vault 7 leaks, but unable to file charges

Former CIA engineer, 29, facing a child pornography charge is also suspected of leaking devastating secret agency documents to Wikileaks

Federal authorities searched Schulte's apartment in NY a year ago and obtained personal computer equipment, notebooks and handwritten notes, according to a copy of the search warrant reviewed by The Washington Post. That includes the fact they he is believed to have used software called Tor, which allows users to communicate and transmit information over the Internet anonymously, and the fact he was planning a vacation to Cancun, Mexico.

Government prosecutors say the man is a target of the ongoing leak investigation.

In other hearings in Schulte's case, prosecutors have alleged that he used Tor at his NY apartment, but they have provided no evidence that he did so to disclose classified information.

Schultz, of NY, now is detained at the Metropolitan Correctional Center in Manhattan.

Schulte has been housed at the Metropolitan Correctional Center ever since. Prosecutors say he had a cache of it on a server he maintained. Schulte has pleaded not guilty, and argued that anywhere from 50 to 100 people had access to the server that he designed several years ago for sharing movies and other digital files. During his time at CIA, Schulte was employed at National Clandestine Service (NCS) as a Directorate of Science and Technology (DS&T) Intelligence Officer. The government immediately had enough evidence to establish that he was a target of that investigation.

Schulte also claimed that he reported "incompetent management and bureaucracy" at the CIA to that agency's inspector general as well as a congressional oversight committee. After quitting the CIA in November 2016 - according to Roger he had complained about security vulnerabilities at the agency - he joined Bloomberg as a software engineer. The documents themselves covered a period from 2013 to 2016, when Schulte had been employed at the agency.

The FBI said they removed NSA and Central Intelligence Agency paperwork from Schulte's home, as well as a personal computer, tablet, phone and other electronics.

He also said that because of 'unfortunate circumstances the Federal Bureau of Investigation ultimately made the snap judgement that (he) was guilty of the leaks and targeted (him)'.

It is noted that despite the long months of investigation, prosecutors have been unable to charge him. No charges have been filed against Schulte in that investigation, and his defense lawyers have insisted he was not involved.
