Trump urges a new 'structure' for U.S.-China trade deal

China and the United States announced at the weekend that they had backed off imposing tarrifs on each other averting a trade war

In fact, the trade war scenario is building up because the U.S. has become more protective about its AI technology after China announced its "Made in China 2025" plan. The tariffs at issue were part of various planned actions that Washington planned to take following a "Section 301" investigation into alleged intellectual property rights violations and forced technology transfers.

Shana Gadarian, a political psychologist at Syracuse University, said those who pay attention to politics tend to be more partisan and often set aside information they find inconsistent with their beliefs.

China's tariff move will be a major boost to overseas carmakers, especially helping premium brands such as Germany's BMW, electric auto maker Tesla and Daimler AG's Mercedes-Benz close a price gap on local rivals.

It was Sen. Marco Rubio, not Donald Trump, who used a morning tweet Tuesday to help shape the day's agenda.

Senators are planning to derail President Trump's plans to ease pressure on ZTE, potentially removing the ban on USA exports, pointing out the law can not be bent and ignored to satisfy political objectives.

Commerce Secretary Wilbur Ross will soon travel to Beijing to try to settle the details.

"China is not a developing country".

However, the joint statement made no explicit reference to the US$200 billion reduction in the trade gap by 2020 sought by the USA in demands exchanged in the first round of high-level talks.

While this deal would lift the Department of Commerce's Denial Order against the company, ZTE wouldn't be walking off scot-free.

"It has a shot", GOP Rep. Tom Cole of Oklahoma said when asked about the Commerce spending bill language becoming law.

President Xi Jinping said in April that China would "considerably lower" tariffs on cars by the end of the year as part of a range of measures seen as an olive branch to Trump with the two countries embroiled in the trade spat. "Just like with Russian Federation sanctions, I think Congress is a little more hawkish than the president".

Such concerns have dogged Trump since he took office.

The Democratic leader later applauded the Senate Banking Committee for approving an amendment with a resounding 23-2 bipartisan vote that would limit Trump's ability to relieve sanctions on any telecommunications company. It would be added to a defense-policy bill that Congress typically passes each year.

"It's an issue that seems highly technical and complex, and is hard to link to everyday lives", said Sen.

The move will be a major boost to overseas carmakers, particularly premium brands such as BMW, Tesla Inc. and Mercedes-Benz, as they look to close a price gap on local rivals.

Senate Minority Leader Chuck Schumer, Democrat of NY, said the proposed arrangement would "do nothing to protect American national or economic security and are simply a diversion from the fact that we have lost".

Much of the building pressure is coming from those industries that rely heavily on the trade between NAFTA countries and China, such as agriculture, as they continue to deal with the uncertainty of market access and tariffs.

The U.S. intelligence community has warned about the Chinese smartphone maker's perceived ties to the Chinese government and its possible use for remote surveillance.

In addition to ZTE, the ban would apply to several other Chinese companies, including Hytera Communications Corp., Hangzhou Hikvision Digital Technology Co. and Zhejiang Dahua Technology Co.
