The body of a Black National Guardsman who disappeared during treacherous floods in Maryland on Sunday was found in the Patapsco River Tuesday afternoon, Howard County police confirmed to Baltimore's WBAL.

For the second time in almost two years, a catastrophic flash flood hit Ellicott City and Main Street.

Howard County Executive Allan Kilttleman said the flooding was worse than that endured in July 2016.

"He was trying to save me", Bowman told The Baltimore Sun.

Residents and shop owners were asked to stay away due to safety concerns and told to monitor social media for updates.

Floodwaters have since receded, revealing mud, crumpled cars and splintered building facades in Ellicott City's quaint historic district. At the height of the storm, the water had risen above the first floor of some buildings, Howard County emergency officials said. But information was still preliminary and even Maryland Gov. Larry Hogan, who declared a state of emergency for the flooded community, was headed there late Sunday for a firsthand look.

"Because we had a lot of rain [in the past two weeks], the ground is relatively saturated and so it might only take an inch per hour or an inch and a half per hour-rate to make things flood", he said.

Gas and electricity have been shut down on Main Street, where water ran through buildings as if it were a tributary of the nearby Patapsco River, which swelled to record levels during Sunday's storms.

Hermond and his friends went to help, and that's when, they said, he was pulled under and didn't resurface, Gardner added.

Officials opened a shelter at a community center in Ellicott City. At least one person has been reported missing so far.

"We're certainly making every effort to locate that individual", he said. Howard County Fire and EMS urged residents to evacuate downtown or move to higher ground while rescue teams swarmed the area.
