The Trump and Kim show - Singapore summit is on, for now

US officials are in Panmunjom village at the demilitarised zone for discussions on a possible Kim Trump summit

A top North Korean official was headed Tuesday to the us, as diplomacy surrounding a possible nuclear summit in Singapore between President Trump and North Korean leader Kim Jong-un kicked into high gear.

Chung Sung-yoon, an analyst at the Korea Institute for National Unification, said Kim Yong Chol would be the most senior North Korean on United States soil since Vice Marshal Jo Myong Rok met then president Bill Clinton in 2000.

During a campaign rally in Atlanta in June 2016, Trump said he would want to talk nukes with Kim over burgers and fries. Kim Yong Chol is suspected to have been behind a 2014 hack of Sony Pictures Entertainment over the movie "The Interview", a satire about a plot to assassinate the North Korean leader.

On Tuesday, Trump said North Korea had a "solid response" to his letter, the latest sign the summit may be back on.

"Everybody knows they are not going to denuclearize", one unnamed intelligence official told NBC News, adding the report was circulated earlier this month - before Trump canceled the originally scheduled June 12 summit.

The president cited what he called hostile comments from the North in shutting down the meeting.

"We can expect that Kim (Yong-chol) is visiting the U.S.in order to do final coordination ahead of the June 12 summit". He would need a travel waiver to come to NY.

Kim Yong Chol has been a central player in the recent negotiations between North Korea and South Korea, as well as the United States.

"Abe wants to get the precise nuance of the USA negotiating policy", said Yoichi Sato, a professor of global security studies at Ritsumeikan Asia Pacific University. Ministry spokesman Noh Kyu-duk also did not say whether Seoul knew of any USA plans regarding Kim Yong Chol's visit, such as whether he and Pompeo would meet.

On Tuesday morning, White House press secretary Sarah Huckabee Sanders confirmed that Pompeo would meet Kim Yong Chol in NY amid rumours in Seoul and Washington that the envoy would also meet with Trump.

Human rights abuses in North Korea, including violations of religious freedom, are a "matter of discussion" ahead of the planned summit, Sam Brownback, U.S. ambassador at large for worldwide religious freedom, said on Tuesday.

They later reported that Kim Yong-chol changed his flight to go to NY today.

Kim Yong-chol is a former military intelligence chief and now a vice chairman of the North Korean ruling party's central committee.

"Since the president's May 24 letter to North Korean leader Kim Jong Un, the North Koreans have been engaging", the White House said Tuesday.

North Korean state media quickly replied with a conciliatory statement, reporting Kim's "fixed will" that his summit with Trump should go ahead.

North Korea has rejected US demands that it unilaterally abandon its nuclear program. Also present are Allison Hooker, Korea director on the National Security Council, and Randy Schriver, who is the assistant secretary of defense for Asian and Pacific Security Affairs.

James Brown, an associate professor at the Japan campus of Temple University and expert in North Korean-Russian relations, suggested North Korea was keen to foster previously strong relations with Russia. Others have noted that 6.3 million North Koreans serve in the country's reserve forces.
