Syria: United Nations says number of displaced in south-west has reached 270,000

Displaced Syrians from the Daraa province fleeing shelling by pro-government forces wait in a makeshift camp to cross the Jordanian border near the town of Nasib southern Syria

Around 164,000 of the displaced people are now close to the Golan heights - an area of Syria now occupied by Israel - while 60,000 are close to the Jordanian border.

The rebel groups in Syria's southern province of Daraa are divided between those who want to reconcile with the government and ultra-radical groups, which want to continue fighting amid a wide-scale military campaign in that area.

Southwest Syria is a "de-escalation zone" of reduced warfare and bombardment agreed by Russia, Jordan and the United States a year ago.

Lusky, in a conference call put together by The Israel Project, said her organization has been "really busy" with the IDF, providing aid on a weekly basis to Syrian refugees over the last two years.

Malkawi said the United Nations was awaiting the "right time" to begin distributing aid in accordance with the world body's working principles.

They arrived in dilapidated cars piled high with mattresses and suitcases to join thousands already camped out in arid plains near the frontier.

The 12-hour ceasefire ended by 2 pm local time and bombs could be heard - and seen - from the Jordanian-Syrian border.

The rebels refused to hand over their heavy arms along with surrender of the remaining territory under their control in the southern province of Dara'a.

In a statement Monday, the civilian half of the opposition's delegation said they had withdrawn from talks.

The opposition's chief negotiator in wider United Nations peace talks, Nasr al-Hariri, last week accused the USA of complicity in al-Assad's southwest offensive, saying U.S. silence could only be explained by "a malicious deal".

"We hope to reach an agreement so that the displaced can return home and the fighting can stop", Jabbawi said.

The Syrian army started the operation against the rebels in Daraa over 11 days ago, with the aim of entirely capturing the rebel-held areas due to the strategic location of Daraa near Jordan.

Rebels would hand over heavy weapons but would keep the rest until a "real political process" had begun.

Men who defected from Syria's armed forces or who did not complete their compulsory service could regularise their status with the regime within six months.

As for the border crossing with Jordan, the Russians proposed that the Syrian customs and police will recontrol the Nasib border point with Jordan.

But many residents were anxious a deal struck with Russian Federation would only be violated later on, said Daraa activist Omar Hariri.

Ahmad Arsheedat, 48, a displaced man from Daraa city, feared worse.

Since mid-June, towns in and around the province of Deraa have come under constant bombardment from regime forces, backed by President Assad's Russian and Iranian allies.
