China files WTO complaint against U.S. solar import tariffs

It said they were necessary to shield American manufacturers that were hurt by a flood of imports supported by subsidies and other improper measures.

"As the US measures severely damaged Chinese trade interests, China's choice to resort to the WTO dispute settlement mechanism is a necessary move to safeguard its legitimate rights and interests and multilateral trade rules", a spokesperson with the ministry said. It said a formal complaint was filed Tuesday with the WTO in Geneva.

Washington took action under a 1974 US law instead of through the WTO.

On June 5, Mexico imposed taxes - with immediate effect - on USA steel and aluminum, pork belly, as well as a range of other agricultural products.

The U.S. solar action "seriously damaged China's trade interests" and "also affects the seriousness and authority of WTO rules", said a Commerce Ministry statement. China filed a complaint with the WTO to help determine the legality of the US policies, saying they not only harm China's rights but also undermine the WTO's authority, according to Reuters.

Another round of US tariff increases on $16 billion of Chinese goods is due to take effect August 23.

On July 6, USA tariffs on 34 billion dollars of Chinese goods came into force, and China responded by enacting tariffs on 34 billion dollars of goods it buys from the United States.

China's "Request for Consultations" to the United States WTO delegation cites numerous issues with the United States' decision to impose tariffs, specifically as it pertains to the General Agreement on Tariffs and Trade 1994 and the Agreement on Safeguards. Beijing responded with similar penalties. Trump announced earlier this year that he would impose global tariffs of 25% on imported steel and 10% on aluminum, citing national security concerns.
