His exit follows reports of White House unease at the extent of Mr McGahn's co-operation with an ongoing inquiry into alleged Russian Federation election meddling.

Donald Trump said Wednesday that White House counsel Don McGahn would soon be leaving his post, a crucial shift as the probe into Russia's election interference probe closes in on the United States president's inner circle.

Unlike some less-amiable administration separations, Trump praised McGahn on Twitter, saying that he had "worked with Don for a long time and truly appreciate his service!" The McGahn announcement raised immediate questions at the White House about whether Flood might become White House counsel.

Meanwhile, McGahn has been the leader when it comes to Trump's chief achievement in the Oval Office: the appointment of originalist judges to the federal bench.

But Mr McGahn was well-liked in Washington DC, with Senate Judiciary Chair Chuck Grassley lamenting his departure.

As White House counsel, McGahn was charged with untangling a thicket of conflicts of interest between Trump's worldwide business interests and his presidency.

McGahn did not discuss the issue with Rosenstein and threatened to quit when Trump continued to insist that he do so, the person said.

McGahn has played a leading role in the White House's efforts to shape the judiciary. McGahn served as the Trump campaign's top attorney throughout the GOP primary and 2016 presidential election, becoming a trusted adviser to the future president in the process.

Trump, who has repeatedly called the probe a "rigged witch hunt", said he had authorised his team to "fully cooperate" with investigators and provided hundreds of thousands of pages of documents. But Trump's tweet came as a surprise to some White House officials and lawmakers.

But before the reported clash over Manafort, McGahn had already extensively cooperated with Mueller in a way that could have incriminated Trump in the ongoing investigation into possible obstruction of justice over the Russian Federation probe.

These discussions reportedly touched on Trump's firing of FBI Director James Comey and his focus on putting loyal officials in charge of the investigation, such as Attorney General Jeff Sessions. Prior to that, he was chairman of the Federal Election Commission.

The 50-year-old lawyer is one of the few people left in the White House who had a senior role in Trump's election campaign, where McGahn was general counsel.

McGahn also ordered his entire staff to recuse themselves from the investigation, Trump's former outside lawyer Ty Cobb said.
