Russian Federation signs S-400 missile deal with India: Ifax

"Both the sides reaffirmed their commitment to enhance military-technical cooperation", a joint statement of the two leaders said on Friday.

India is now looking to upgrade and diversify its capabilities, and sees the S-400 missile systems as a game-changer.

The dinner meeting comes a day ahead of the 19th India-Russia annual summit during which the two leaders will hold comprehensive discussions on wide-ranging bilateral, regional and worldwide issues, including United States sanctions against Moscow and counter-terrorism cooperation.

The Wall Street Journal reported on Wednesday that the deal would involve a sanctions waiver from the United States as it would normally trigger action taken under Washington's Countering America's Adversaries Through Sanctions Act (CAATSA).

"The deal was signed on the fringes of the summit", Kremlin spokesman Dmitry Peskov told Reuters.

"It is also important for India to keep friendly relations with Russians so that they don't completely move into the Chinese camp", said Manoj Joshi from New Delhi-based Observer Research Foundation think-tank. America's threat of sanctions, however, did impact the progress of negotiations between India and Russian Federation.

U.S. Secretary of State Mike Pompeo said during a visit to New Delhi last month that discussions were continuing over whether to grant waivers to India from U.S. sanctions on Russian Federation and Iran, India's second-largest oil supplier.

Russian President Vladimir Putin had a discussion with Prime Minister Narendra Modi on how the Goods and Services Tax (GST) was implemented in India, a senior official said.

Eight agreements were also signed between the two sides at the end of the talks.

Officials confirmed the Russia-India deal after the two leaders failed to mention it during a news conference after their meeting. The US is now India´s second biggest arms supplier.

Relations between India and Russian Federation had taken a backseat. "Our countries have mutual benefits in supporting the struggle against terrorism, Afghanistan and Indo-Pacific events, climate change at organisations like SCO, BRICS, G20 and ASEAN". He added that the two would continue cooperation at global groups such as the Shanghai Cooperation Organisation, BRICS, G-20 and the Association of South East Asian Nations.

Putin said the expansion of trade and investment interactions is a priority for both nations.

Prime Minister Narendra Modi further said that his government brought a number of reforms in the FDI sector. The two countries set a target of $30 billion bilateral trade by 2025, and Mr. Putin invited Mr. Modi to Vladivostok for the economic forum in September 2019.
