Excluding Monday's incident, unprovoked shark attacks have killed one person and injured 16 others in Australia this year, according to the Australian Shark Attack File.

The 33-year-old Victorian man had been on a charter boat with friends on Monday and had gone paddle boarding and then swimming, police said, before he was bitten around 5.30pm.

"During this holiday period, we urge people to exercise caution, stay out of the water and not throw food scraps overboard from boats", the department said.

He was savaged while taking turns to paddleboard with a female friend during the late afternoon.

Signs will be installed around the area warning people not to go swimming there, Jones said, adding that, "Neither the local mayor, Andrew Willcox, marine authorities nor local tourism operators want to see drum lines redeployed".

There were more than a dozen yachts around at the time and French-speaking tourists rushed to the man's rescue on a dingy.

They anchored 14 miles from Airlie Beach in Cid Harbour, intending to spend their first night in the popular, protected anchorage on Whitsunday Island, the uninhabited largest island in the group.

Most of the victim's company were people with medical background, including two doctors, who brought him back to his yacht to seek help.

"It is not practical to permanently operate shark control equipment at this location as it is too far from the mainland to allow quick deployment, access and servicing, or rapid removal in bad weather".

Tourism Whitsundays chief executive Peter O'Reilly said at the time that the Trumbull attack was the first in the islands in 13 years and only the third ever recorded. We simply do not know why this is occurring and what is responsible for it,"Gschwind said".

Following those attacks, local authorities conducted a culling of sharks in the area, capturing and killing at least four, including a 3.7 metre tiger shark.
