The North Korean soldier who defected to the South in a hail of bullets a year ago is a general's son but says most Northerners of his age have no loyalty to Kim Jong Un, according to a Japanese newspaper.

The US citizen, identified as Bruce Byron Lowrance, has been detained in North Korea since he was caught illegally entering North Korea via the border with China last month, according to the Korean Central News Agency.

On the sidelines of the Asia Pacific Economic Cooperation forum in Papua New Guinea on Saturday, South Korean President Moon Jae-in and his Chinese counterpart, Xi Jinping, agreed to closely cooperate on a possible second US-North Korea summit, according to the presidential office.

Responding to the United Nations sanctions exemption, a State Department official said in an email to VOA's Korean Service earlier this week, "We continue to support life-saving aid needed by vulnerable [North Korean] citizens to combat transnational threats".

"If realized, Lee's trip to North Korea is expected to lay the groundwork for the local governments-level cooperation with the North", a Gyeonggi Province official said.

Trump had previously threatened to unleash "fire and fury" on North Korea if Kim continued to test missiles and nuclear weapons.

China is North Korea's largest trading partner.

The South Korean presidential spokesman said Xi was also willing to come to South Korea next year at a convenient time. While defectors from the country are far from uncommon, few take the unsafe path through the peace village of Panmunjom in the demilitarized zone of the Joint Security Area - the only place where North Korean soldiers face off against their South Korean and USA counterparts - as Oh did. The testing of the highly developed weapon has occurred in a sensitive time period, with USA hopes for nuclear disarmament and Pyongyang's recent release an American prisoner.

Pyongyang's suspension of testing for nuclear weapons and ballistic missiles has been key to this year's rapid diplomatic developments and North Korean-US negotiations, and has been repeatedly praised by President Donald Trump.

The announcement is a clear signal from Kim that he could begin testing much more powerful weapons - think long-range missiles that could hit the US - whenever he wishes.

He later hailed the test as a "decisive turn in bolstering the fighting capacity" of the North's military.

The US State Department played down the announcement, saying it was "confident" that the negotiation process remained on track with North Korea.

Mr Kim said the weapons system tested was one that especially interested his father, Kim Jong-il, who led its development personally before he died in 2011.

A second goal might be retaliation for the resumption by the US and South Korea this month of some minor joint military marine drills.

On top of this, we need to work to establish a roadmap with North Korea that provides the regime with clear rewards for steps it takes towards denuclearization.
