The meetings in Singapore and Papua New Guinea produced little to suggest President Trump and Chinese counterpart Xi Jinping would reach a deal when they meet in a few weeks at the Group of 20 summit in Argentina.

In an example of one of these new opportunities, on Sunday New Zealand announced a joint Papua New Guinea electrification project with Australia, the US, Japan and Papua New Guinea.

In the APEC summit, Japanese Prime Minister Shinzo Abe expressed concerns about worldwide protectionist movements and stressed that any measures should be taken in accordance with WTO rules, a senior official said.

US Vice President Mike Pence later told the summit in Port Moresby that Washington would not change its approach until Beijing changes its own trade policies.

China's former chief trade negotiator has hit out at his country's handling of rising trade tensions with the United States, saying that Beijing is failing to think "deeply enough" about its approach to the conflict.

One mentioned opposing "unfair trade practices" and reforming the WTO, while another concerned sustainable development.

In Port Moresby, China had just added the finishing touches to a showpiece six-lane boulevard running between a main road in Port Moresby and parliament house.

Pence professed respect for Xi and China but also harshly criticized the world's No. 2 economy for intellectual property theft, forced technology transfers and unfair trading practices.

He urged countries to work with the United States instead, saying the U.S. did not "coerce, corrupt or compromise your independence".

Speaking moments later, Pence told delegates the U.S. offers countries in the region "a better option" for economic and diplomatic relations than Beijing's heavy-handed approach.

The Belt and Road plan was first proposed in 2013 to expand land and sea links between Asia, Africa and Europe, with billions of dollars in infrastructure investment from China.

Xi opened a Beijing-funded boulevard, while Pence talked of a 400-year old King James Bible in the PNG parliament that he had played a role in bringing to the country.

After world leaders jetted out of Papua New Guinea following the acrimonious end to the Asia-Pacific Economic Cooperation (APEC) summit, Pacific nation leaders gathered at Australia's High Commission for kangaroo sausages and cold beer. China has recently turned its attention to the region with a raft of bilateral financing agreements to often distressed economies.

RNZ Pacific's correspondent in PNG, Melvin Levongo, said multiple police vehicles with armed police were involved.

"We can have Chinese influence but we need them to be based on our terms, we need to inform them about our laws, the fact that they are in our country and there has to be an element of respect", he added.
