Trump to seek another US$8.6b for border wall

President Donald Trump's newest budget forecasts the USA fiscal deficit surpassing $1 trillion this year and staying above that level until 2022.

President Donald Trump in his 2020 budget on Monday called for overhauling social programs that help poor and elderly Americans, while boosting military spending and funding a U.S. -Mexico border wall, in the opening gambits in his next funding fight with the U.S. Congress. The budget cuts non-defense spending even below the budget caps Congress set for this fiscal year by an average of 5 percent. The administration is counting on robust economic growth, including from the 2017 Republican tax cuts, to push down the red ink.

Vought claimed in advance of the release that the budget "embodies fiscal responsibility, and takes aim at Washington's waste, fraud, and abuse" by shaving $2.7 trillion, or five percent, off the previous fiscal year's nondefense, discretionary spending.

The budget would call for severe reductions at a number of federal agencies.

Last year's White House budget - an annual exercise that usually is more wish list than actual harbinger - also endorsed the Medicaid block grant idea, assuming it would be part of an ACA repeal.

The Republican president's $4.7 trillion budget was immediately panned by Capitol Hill Democrats, who blocked his push for a border wall during a standoff a year ago that led to a five-week partial shutdown of the federal government.

Veterans' healthcare receives $80 billion, and $4.8 billion is allocated to fight America's ongoing opioid epidemic.

The blueprint also provides funding for the Women's Global Development and Prosperity Initiative, a project of the president's daughter, Ivanka Trump.

Trump invoked the emergency declaration after Congress approved almost $1.4 billion for border barriers, far less than the $5.7 billion he wanted. Trump's budget calls for $200 billion in new infrastructure spending, though White House officials say they are deliberately not offering many specifics on how the funding should be used and hope to work with Congress on that front.

The budget asks for $USD8.6 billion to build a wall on the southern border of the United States, which includes a $USD5 billion request for the Department of Homeland Security and $USD3.6 billion for the Pentagon's military construction budget. "The same thing will repeat itself if he tries this again", said House Speaker Nancy Pelosi, D-Calif., and Senate Democratic leader Chuck Schumer of NY. Reuters first reported the $8.6 billion figure.

Some Republicans expressed fear that Trump could be setting a precedent that a future Democratic president might cite to pursue a pet project opposed by Congress.

To stay within the statutory budget caps, the budget funds national defense at the cap level, $576 billion, and shifts $164 billion of the defense spending to an overseas contingency operations, or OCO, fund, which some fiscal hawks will view as an accounting stunt.

As I detailed last week, the budget plan attempts to skirt budget caps in order to increase military spending by $34 billion, bringing the Pentagon's budget to $750 billion.

Kudlow tells Fox News Sunday he's confident that economic growth will top 3 percent in 2019 and beyond. "The same thing will repeat itself if he tries this again", the leaders continued.

President Donald Trump will ask Congress for $8.6 billion to build 722 miles of wall on the southwest border to combat drug trafficking and illegal immigration, in a to-be-released budget for fiscal year 2020, according to officials familiar with the request.

A resolution opposing the emergency declaration quickly passed in the House, and the Republican-controlled Senate is poised to vote on that resolution this week. Despite media messaging that permeates even many other conservative outlets, actual cuts - i.e. literally spending less year over year - are rare.

White House budget requests are frequently ignored by Congress. Congress appears to have enough votes to reject Trump's action, but not enough to overturn his pledged veto.
