President Donald Trump has vetoed a measure from Congress that revoked his declaration of a national emergency at the US-Mexico border.

The Republican-controlled U.S. Senate voted to end his border emergency declaration, with 12 of Trump's fellow Republicans joining Democrats.

Democratic Speaker of the House of Representatives Nancy Pelosi said her chamber would vote on March 26 to override the veto.

The vote came a day after the Senate called for an end to USA military support for the Saudi-led war in Yemen, marking the second instance in two days that a Senate that has been mostly deferential to Trump took a position against him.

As president, Trump has the constitutional authority under Article I, Section 7 to reject a proposal from Congress.

He then distributed pens as mementos of the occasion.

Congress' vote to deny the crisis on the southern border is a vote against reality.It is a tremendous national emergency.

The emergency declaration is being challenged in court as an unconstitutional usurpation of Congress' power of the purse.

Those cases could block Trump from diverting extra money to barrier construction for months or longer.

It was unclear how many children benefited from the scheme, though investigators said more parents and coaches may yet be charged. John Vandemoor, a former Stanford University sailing coach, is also scheduled to plead guilty to racketeering conspiracy charges.

In declaring an emergency on February 15, Trump cited drug smuggling across the border from Mexico (misleading), the drop in crime in El Paso, Texas, after a partial border barricade was built there (not true) and reports of women kidnapped, bound with tape and trafficked into the United States across unguarded sections of the border (no evidence exists of this). A Justice Department letter to congressional leaders details the legal arguments defending the Trump emergency declaration, arguing that the president was authorized to do so by the National Emergencies Act passed by Congress in 1976. The measure ultimately passed 59-41, and Trump immediately vowed to veto.

Most Republicans who defected did so as a protest vote over the president's methods and their fear about the precedent of executive overreach rather than the underlying debate over whether a border wall is necessary. Ahead of the voting, Trump framed the issue as with-him-or-against-him on border security, a powerful argument with many.

While Democrats control the House, they would need a total of 67 votes in the Senate to override Mr Trump's veto.

"Congress has the freedom to pass this resolution and I have the duty to veto it", he said.

"I put no pressure on anybody", Trump said.

He also noted that despite record numbers of apprehensions at the border, there was not enough space to detain them all. Last year, Trump forced a government shutdown over an impasse with Congress over funding for the barrier.

Congress declined and the result was the longest shutdown in US history.

Mr Trump repeated his claims that illegal immigrants from the southern border were mostly criminals, bringing drugs into the country. Trump had campaigned for president promising Mexico would pay for the wall.
