House Democrats, meanwhile, are unveiling broad legislation to shore up the Affordable Care Act.

The focus on health care came hours after the Justice Department stepped up its attack on the Obamacare health care law, telling a federal appeals court it agrees with a Texas judge's ruling that the law is unconstitutional and should be struck down. It's rare for the Justice Department to decline to defend a federal law.
