Mr Trump has refused to release his tax returns since taking office, claiming that they are under audit and therefore can not be disclosed.

Kildee sent a letter to Acting Commissioner of the Internal Revenue Service David J. Kautter asking for the president's tax returns on his personal income, and on his businesses for a six-year period.

"The IRS has a policy of auditing the tax returns of all sitting presidents and vice-presidents, yet little is known about the effectiveness of this program", Neal said in a statement. "To maintain trust in our democracy, the American people must be assured that their government is operating properly, as laws intend".

The president again vowed to release his tax returns in a January 2016 interview with NBC's "Meet the Press," telling host Chuck Todd, "We're working on that now".

"Until such time as I am not under audit I would not be inclined" to release them, he added.

Neal has apparently done his research; he made the request under a little-known statute, Internal Revenue Code 6103 (f), that allows the Chair of the House Committee on Ways and Means (or the chair of any finance committee in Congress), specifically, to request the personal tax records of any individual, provided that, once produced, they are kept secret and confidential.

The move is part of an effort by Democrats to look into Trump's business dealings as well as possible conflicts of interest.

Neal said in the statement that the committee has completed the necessary groundwork to file a request "of this magnitude" and said he feels it is within its legislative legal and oversight rights. The request includes returns for eight corporate entities. "But doing it for political purposes is not legitimate".
