Muilenburg promised Boeing would issue a software update for its 737 Max 8 and 9 fleet, which has been grounded internationally following the Ethiopian Airlines crash on March 10.

According to Muilenburg, "it's apparent that in both flights the Maneuvering Characteristics Augmentation System, known as MCAS, activated in response to erroneous angle of attack information".

The initial report, unveiled by Ethiopian Transport Minister Dagmawit Moges, cast further doubt on the system controlling the Boeing 737 Max 8 model, which has been grounded worldwide for nearly a month.

His apology came just hours after the Ethiopian government released a preliminary report regarding the tragic March 10, 2019 crash that killed 157 people. "We own it, and we know how to do it", he said. The crash, which took place on March 10, marked the second fatal crash of a almost brand-new Boeing 737 Max airliner since October and precipitated the grounding of the global 737 Max fleet. The company also said it's reviewing the Ethiopian minister's report "and will take any and all additional steps necessary to enhance the safety of our aircraft".

The report recommends "the aircraft flight control system shall be reviewed by the manufacturer", Dagmawit said.

"We at Boeing are sorry for the lives lost in the recent 737 MAX accidents", Muilenburg said in the statement, adding that a software update is expected to be finished and certified in the coming weeks.

Also the report does not address information about unreliable airspeed procedures which should be considered because they had erratic airspeed; and there is no information about the Auto-Throttle status - the FDR data appears to show the engines remained at a high power setting, said Mr Feith.

Data from the FDR along with recordings from the cockpit seemingly confirm that the Ethiopian pilots followed Boeing's procedures on how to defeat an erroneously triggered MCAS.

"The thrust was full bore the whole way", said Roger Cox, a former accident investigator at the National Transportation Safety Board, who flew earlier models of the 737 while working as an airline pilot.

Getting the 737 Max back in the air and restoring public confidence in the aircraft is crucial to the future of Boeing, a critical driver of the U.S. economy that is locked in an existential duel with Europe's Airbus.

Preliminary reports from investigators in Indonesia and Ethiopia indicated that the MCAS had activated in the two flights' final minutes, with pilots struggling to keep the plane level as it pitched inexorably downward.

According to report AFP saw, the nose of the plane pointed down four times without pilot input.

While not explicitly stated in the report, Ethiopian Airlines CEO Tewolde Gebremariam said to CNN that the crash might have been caused by the plane's stabilization system. "Those planes - the 737 Max 8 - must be recalled", said Nader, speaking by phone as the family of his niece sat in the downtown offices of Clifford Law, the firm that has filed a federal suit against Boeing, Ethiopian Airlines and Rosemount Aerospace, which made the sensors at the center of the investigation.
