The obstruction case against Trump that Barr tried to hide

"The evidence does indicate that a thorough FBI investigation would uncover facts about the campaign and the President personally that the President could have understood to be crimes or that would give rise to personal and political concerns", the report states.

In the days following the appointment of Special Counsel Robert Mueller to investigate accusations of collusion with Russian Federation, the president aired concerns to his inner circle, including then-Chief Strategist Steve Bannon, that there were conflicts of interest.

In explaining the decision to eschew a "traditional prosecutorial judgment, " Mueller said he faced not only having to untangle Trump's motivation for trying to curtail the Russian Federation investigation but hard issues of law.

Mueller's team anxious such moves could leak, leaving Trump in the position of having a prosecutor say he committed a crime without the ability to defend himself at a public trial. A Justice department policy dating back to the Watergate scandal in the early 1970s advises against indicting a sitting president.

Josh Blackman, a professor at the South Texas College of Law Houston, said to find that the president obstructed justice, Mueller needed much clearer evidence that the president acted exclusively with "corrupt intent".

According to Sarah Kendzior, the Mueller Report doesn't even scratch the surface of what's been happening.

The report states that no person is above the law, including the president, and that the Constitution "does not categorically and permanently immunize a President for obstructing justice". The incidents were often carried out through one-on-one meetings in which the President sought to use his official power outside of usual channels.

Long before Mr Sessions resigned, Mr Trump began searching for a new attorney general.

This means Congress must be able to review the report in full and be able to continue to thoroughly investigate the many questions it raises-including having Special Counsel Mueller testify before both the Senate and the House. But he draws a detailed road map for such an exercise, including not just the voluminous evidence he gathered but also the legal reasoning for viewing some of Trump's actions - including his firing of then-FBI Director James Comey and his attempt to get then-White House Counsel Don McGahn to fire Mueller - as patently illegal.

Talking points went out to Trump allies while his supporters' phones buzzed with text messages from the campaign looking to raise money off Thursday's developments. Mueller did find such evidence, but not enough to bring criminal charges.

The report - which landed as the United States dives into the ferment of a bitter presidential campaign - supports Trump's repeated assertions that he never colluded with Russian intelligence efforts to tilt the 2016 election in his favor. Trump told Sessions that he would be a "hero" if he took control of the Russian Federation probe and launched an investigation of Clinton.

To prove obstruction, prosecutors must show an individual acted with a "corrupt" or improper motive - a specific intent to impede an investigation. Trump appointed him. Trump can fire him.

"What I have read suggests there were multiple attempts at obstruction of justice", she said.

Barr so embarrassed himself that Fox News anchor Chris Wallace seemed appalled.

Sessions said he wished to remain attorney general, but said it was up to Trump, the report said. The President told Comey at their January 27 dinner that 'the people of the Federal Bureau of Investigation really like [him],' no evidence suggests that the President heard otherwise before deciding to terminate Comey, and Sanders acknowledged to investigators that her comments were not founded on anything.

The US President falsely claimed he was exonerated, despite the report specifically saying he had not been.

Later, in a letter to House Democrats, Pelosi vowed: "Congress will not be silent".

Shortly after that, Mr. Trump told his former campaign manager Corey Lewandowski to tell Mr. Sessions to limit Mr. Mueller's investigation to considering Russian interference in future elections only. For another, he believes it is up to Congress to decide how to handle potential presidential wrongdoing.

Democratic leaders are walking a delicate line on what to do with Mueller's findings.
