Committee chairman Jerrold Nadler declared the action by Mr Trump's Justice Department a clear new sign of the president's "blanket defiance" of Congress' constitutional rights.

The White House is instructing former counsel Don McGahn not to comply with a subpoena for documents from the House Judiciary Committee, arguing the materials are subject to executive privilege.

Trump also asserted that he never ordered McGahn to fire special counsel Robert Mueller, which was focused on in the Russian Federation report.

"Now as I said yesterday, the president is nearly self-impeaching because he is everyday demonstrating more obstruction of justice and disrespect for Congress's legitimate role to subpoena".

The White House gave McGahn permission to speak with Mueller.

Some Democrats, angry about Trump's stonewalling, have called for impeaching top administration officials who refuse to comply with congressional investigations.

If the committee goes to court to try to compel McGahn to turn over records, it could lead to a test of executive privilege in the courts that could have implications for the numerous House investigations into the Trump administration.

"Every day we learn of new efforts by this administration to stonewall Congress", Mr Nadler said.

Late Wednesday the chairman of the House Intelligence Committee issued his own subpoena to the Justice Department for the full Mueller report, as the confrontation intensified. And Democrats' position is that Congress is a coequal branch of government, and they have broad discretion to carry out oversight.

At a House Judiciary Committee hearing Wednesday, Ingraham noted that several Democrats continued with their collusion claims in a "depressing, yet very illuminating spectacle". They are trying to keep hope alive by, e.g., voting to hold Attorney General Barr in contempt for obeying the law.
