After the vote - the bill now goes to Missouri Governor Parson, who is just giddy as can be to sign it - Hovis backtracked and claimed he'd misspoken.

"As other states like NY and Virginia venture further away from the American ideal to protect and uphold the right to life, I'm honored to lead a state with so many people who are committed to standing up for those without a voice", he said. The Missouri bill has a similar exemption, allowing abortions only in cases of medical emergencies.

Protesters against a Missouri bill banning abortions at eight weeks of pregnancy disrupted debate and marched through the halls of the state Capitol.

The bills, along with similar proposals now under consideration in more than a dozen other states, are the latest effort by conservatives to challenge Roe v. Wade, the landmark U.S. Supreme Court decision from 1973, which said a woman has a constitutional right to end a pregnancy until the fetus is developed enough to live outside the uterus.

"What I'm trying to do here is get this case in front of the Supreme Court so Roe v. Wade can be overturned", Alabama Rep. Terri Collins told The Washington Post. "They want to turn back the clock, outlaw abortion and deny women access to reproductive health care".

The Missouri Senate is the latest state legislative chamber to pass a major pro-life bill, dubbed the "Missouri Stands With the Unborn Act". "The bill's absence of exceptions for rape and incest is malicious". Violations by doctors would be punishable by prison sentences, though women who seek out the procedure would not be subject to criminal prosecution.

As of May, legislation to restrict abortions has been introduced in at least 16 states this year.

The Alabama law, like each so-called "heartbeat" bill, which bans abortions after the detection of a fetal heartbeat, is being challenged in the courts and is not in effect.

Leaders in Jefferson City say the House of Representatives will take up the legislation known as the "Heartbeat Bill" on Friday, the last day of the legislative session. "The right to privacy in this country".
