US Treasury Secretary Steven Mnuchin has defied a congressional subpoena seeking six years of President Donald Trump's tax returns, all but guaranteeing a federal court battle with Congress over the records.

He then subpoenaed the documents after Mnuchin rejected his original request.

The administration has not made public the Justice Department's legal guidance on the question of the president's tax returns.

"I don't see what good it would do at this particular time", Neal told CNN on Friday. Democrats cite a provision of the tax code that dates back to the 1920's, which states that the treasury secretary "shall furnish" tax information to Congress when requested. Instead, Neal - who waited decades for the gavel of the powerful tax-writing committee - has continued to focus on goals he shares with the administration including priorities like infrastructure.

Trump has released his tax returns yet never, what fueled his critics suspect that he has something to hide.

"In reliance on the advice of the Department of Justice, we have determined that the Committee's request lacks a legitimate legislative objective, and pursuant to section 6103, the Department is therefore not authorized to disclose the requested returns and return information".

Trump has announced plans to combat all of the Subpoenas, the Democrats in the house of representatives.

Democrats are hoping to hold Trump accountable on tax irregularities as they prepare for the 2020 presidential election.

A federal judge in Washington is expected to rule in the coming days on the validity of Cummings' subpoena, a highly anticipated decision that could have implications for future court cases dealing with the defiance of subpoenas.
