"A constructive dialogue can not be expected at a time when a simulated war practice targeted at the dialogue partner is being conducted, and there is no need to have a fruitless and exhausting dialogue with those who do not have a sense of communication", it continued.

'We remain unchanged in our stand to resolve the issues through dialogue, ' the statement added.

Pyongyang may be seeking to gain leverage in denuclearization negotiations with Washington, not going further than launching short-range projectiles.

The North last week conducted two test-firings of what it described as a new rocket artillery system and conducted a short-range ballistic missile launch on July 25.

The projectiles were fired early on Tuesday from South Hwanghae province, the South's Yonhap news agency said.

North Korea has been the subject of a series of United States and worldwide sanctions over Pyongyang's development of nuclear weapons and a series of missile tests.

A South Korean Joint Chiefs of Staff spokesman told a regular press briefing on Monday that the allies were "preparing for a joint exercise in the latter half of the year", but would not confirm the name of the exercise or whether it has already started.

The launches on Tuesday came a day after the USA and South Korean militaries started scaled-down joint military exercises despite warnings from the North that the drills could derail fragile nuclear diplomacy.

North Korea's Foreign Ministry said on Tuesday it was committed to diplomacy and Pyongyang has given Washington until the year-end to soften its policy of sanctions and political pressure aimed at pressing Kim to give up his nuclear weapons and ballistic missile programs.

Trump had last week downplayed the North Korean launches, saying Kim Jong Un would not want to "disappoint" him.

President Trump first met with North Korean leader Kim Jong-un in Singapore in June 2018 in an effort to end its nuclear weapons program.

Nuclear negotiations have been at a standstill since the collapse of the second Trump-Kim summit in Vietnam in February over disagreements in exchanging sanctions relief and disarmament.
