China to Make Countermeasures to U.S. Tariffs, Despite Announced Delay

Almost a quarter of Americans- 24 per cent- named China as the country or group that poses the greatest threat to the United States in the future

China called planned US tariffs on an additional $300 billion in Chinese goods a violation of accords reached by Presidents Donald Trump and Xi Jinping, signaling an American move earlier this week to delay some of those levies was not enough to stave off retaliation.

Terms of Trade is a daily newsletter that untangles a world embroiled in trade wars.

Hayman Capital Management's Kyle Bass said "it does look like President Trump has blinked", and that when Trump threatens tariffs "every time it makes the stock market go down a few hundred points" and so the president "backs away".

The consensus in question was hashed out by Trump and Xi Jinping, China's leader, in June, when they agreed to resume trade talks.

The Chinese announcement made no mention of Trump's decision Tuesday to postpone penalties on about 60% of those goods until December 15. The city's financial chief Paul Chan on Thursday predicted a meagre zero to one percent growth for the year. The response is about expressing China's stance even though policymakers know the impact on the US economy will be limited, he said.

After China announced their exit from the American agriculture on Tuesday, Trump has promised the farmers that this will not harm the American farm sector and that more aid will be provided if necessary in 2020.

"Every time investors find the strength to pick themselves up off the floor, the trade war delivers another blow and knocks them down again", Craig Erlam, an analyst with OANDA, wrote in a note to investors Thursday.

Kerala floods: Death toll touches 57; 1.5 lakh shifted to relief camps
So far, 2,52,813 people have been rescued. "The rains have eased in the region and we think the water will soon start to recede". The Chief Minister earlier said water levels in most of the dams in the state have reached only half the maximum storage level.

"Countermeasures suggests China is not interested in the delay to tariffs and may have sniffed a weakness in the United States position and is keen to exploit it. Retaliation by China means escalation in tensions, and diminishes the chances of a positive outcome in the near term".

The State Department on Wednesday expressed deep concern about reports of Chinese paramilitary movement near the Hong Kong border and offered a measure of support for the protests, saying they "reflect the sentiment of Hongkongers and their broad and legitimate concerns about the erosion of Hong Kong's autonomy". "Let them work humanely with Hong Kong first!" "Just in case some of the tariffs would have an impact of USA customers which, so far, they've had virtually none", Trump said.

A spokesperson for the China Foreign Ministry sounded less combative, however, in a separate statement. He has been criticized at home by both political parties for shying away from the issue, even describing the protests as "riots" and "issues between Hong Kong and China" earlier this month, to avoid irritating Beijing.

Despite the Shenzhen deployments, several Western and Asian diplomats in Hong Kong said they believed China had little appetite for putting its forces onto Hong Kong's streets, and a USA official said on Wednesday the PAP activities appeared aimed at intimidating the protesters.

In a separate statement, foreign ministry spokeswoman Hua Chunying said, "We hope the USA will meet China halfway, and implement the consensus of the two heads of the two countries in Osaka".

Trump ended his Twitter post with an apparent overture to Xi - writing "Personal meeting?" - without clarifying whether he was suggesting another summit. "Washington knows that only through talks can the two sides reach a deal", he said. His words are emblematic of a foreign policy approach that focuses narrowly on a trade deal with China, putting it above promoting American values.
