The 2015 deal between Iran and six other countries, reached under former U.S. President Barack Obama, curbed Iran's nuclear work in exchange for the lifting of most worldwide sanctions in 2016.

He further said, "Iran was ready to further reduce its commitments to the accord "in the coming days" if current negotiations with European nations yield no results by Thursday".

"This step is the most important step we have taken and its effects will be great and, God willing, with this step (Iran's) Atomic Energy Organisation will accelerate processes", he said.

The credit line proposal would appear to contradict Washington's stated policy of working to force Tehran to rein in its nuclear and missile programs as well as what the White House views as its destabilizing regional behavior.

But Rouhani stressed the Iranian countermeasures were reversible. It would initially only deal with food and medical trade not Iran's principal export - crude oil. The deal is murky about limits before that point, which will arrive in 2023.

Iran is to free seven out of 23 crew members from the detained British-flagged oil tanker Stena Impero, according to Iranian state TV.

The Swedish-owned Stena Impero was detained by Tehran for alleged marine violations in the Strait of Hormuz on 19 July, two weeks after Britain detained an Iranian tanker - the Adrian Darya 1 - off the territory of Gibraltar.

A second Iranian official said: "Although the European Union and particularly France have goodwill, they should convince the USA to cooperate with them".

The move prompted renewed speculation that it is heading to Syria.

Tehran has announced a decision to further scale down its commitments to the landmark 2015 nuclear deal.

U.S. sanctions imposed after President Donald Trump withdrew America from the deal have curbed Iran's oil exports and sent its economy into freefall while what was left of the deal steadily unraveled.

Rouhani reiterated that Iran will not enter talks with the United States unless Washington lifts its sanctions against Tehran first.

A senior USA diplomat has ruled out providing any sanctions waivers to accommodate a French proposal to extend a $15 billion credit line to Iran. The official asked to remain anonymous, given the sensitive nature of the subject.

"If Europeans can purchase our oil or pre-purchase it, and we can have access to our money, that will ease the situation and we can fully implement the deal", he said.

"The Europeans must know that the appetite of the United States for breaking worldwide law - whenever and wherever it serves them - will not stop at (the Joint Comprehensive Plan of Action)", Zarif told RT.

Iran says it is only enriching uranium to fuel nuclear power plants.

France has been main efforts to calm the scenario, with President Emmanuel Macron expressing hope throughout G7 talks in late August of organising a gathering between Rouhani and Trump.

The report was retweeted by Iran's foreign minister, Mohammad Javad Zarif.

Little seems to have come out of those trips.

Iran's official IRNA news agency on Wednesday quoted Araghchi as saying "it is unlikely European countries can take an effective step" before a weekend deadline by Iran.

But Hook also said that he had not yet seen a "concrete" French proposal.

French officials have not made any comment on the $15 billion package but a spokeswoman for the French Foreign Ministry is reported saying yesterday that discussion with the Iranians "was pretty much a technical discussion, and it went pretty well, on the whole".
