House Judiciary Democrats Set Up New Impeachment Procedures

Even as Nadler Intensifies Trump Probes, Progressives Call on Pelosi to Stop 'Putting the Breaks on Impeachment'

A little over two decades after former Republican Speaker of the House Newt Gingrich led an overtly partisan impeachment inquiry against former President Bill Clinton, he is blasting Democrats in the House of Representatives for doing the same thing to President Donald Trump.

Speaker of the House Nancy Pelosi, a Democrat from California, has long expressed caution and even opposition to the impeachment process.

The national organization Need To Impeach applauded the committee for its expansion of the inquiry, which "could bolster an already overwhelmingly strong case for impeachment". This time, Democrats have steered clear of a House vote that could prove risky for Democratic freshmen from swing districts where impeachment is unpopular with voters.

"The adoption of these additional procedures is the next step in that process and will help ensure our impeachment hearings are informative to Congress and the public, while providing the President with the ability to respond to evidence presented against him", Mr. Nadler said in a statement.

"We will not allow Trump's continued obstruction to stop us from delivering the truth to the American people", Nadler said.

As she returned to the Capitol after a six-week recess, Pelosi on Monday declined to discuss her latest thinking on impeachment, telling ABC News she was heading into a meeting to discuss the matter.

"We are legislating. We're investigating as we have been, and we are litigating".

The first hearing under the new impeachment rules would be with Corey Lewandowski on September 17, the panel also announced Monday.

Public and political support for an impeachment inquiry into President Trump remains limited, especially in the wake of underwhelming testimony from former Special Counsel Robert Mueller III over his almost two-year investigation into Trump-Russia collusion.

Those interviews, however, were marked by repeated objections from White House attorneys that limited the scope of what the witnesses were able to tell the committee.

According to a text of the resolution, Chairman Jerrold Nadler will be able to create subcommittees for members to review any evidence they collect, specifically to determine whether or not to recommend full articles to the House.

Nadler's new rules, which are expected to be passed by the committee on Thursday, will govern how witnesses will be called and questioned and how Trump's lawyers will be involved.

"We urge Chairman Nadler to keep pushing forward, and vote articles of impeachment out of committee by October 1st".

Meanwhile the Democratic heads of three other House committees announced an investigation into alleged efforts by Trump and his lawyer Rudy Giuliani to pressure the Ukrainian government for their own political ends, including by withholding United States security assistance.

More than half of the Democratic caucus has come out in favor of opening an impeachment inquiry.
