Trump's lawyers can still appeal the decision before it goes into effect.

The Federal Appeals Court for the Washington D.C. Circuit ruled 2-1 that a subpoena for the records, issued by the House oversight committee last spring, is "valid and enforceable".

'The most important question is not whether Congress has put forth some legitimate legislative goal, but rather whether Congress is investigating suspicions of criminality or allegations that the President violated a law, ' Rao wrote, declaring that the House of Representatives 'may not use the legislative power to circumvent the protections and accountability that accompany the impeachment power'.

Trump will likely appeal again either to the full D.C. Circuit court or to the Supreme Court.

The case dates back to April, when the House Oversight and Committee subpoenaed the president's accounting firm.

In a 66-page ruling, the panel rejected Mr. Trump's argument that Congress had no legitimate legislative authority to seek his business records from the firm, Mazars USA, because the committee was trying to determine whether he broke existing laws - not weighing whether to enact a new one.

Neomi Rao, who was confirmed to the appeals court in March, to fill a seat vacated by the supreme court pick Brett Kavanaugh, dissented from the ruling.

Trump's legal team told Fox News they are "reviewing options". It could also grant a hearing and press pause on the subpoena while the dispute winds its way toward a final resolution in 2020 - while Trump is in the thick of a re-election fight. German banking and financial services giant Deutsche Bank may have destroyed its physical copies of President Trump's tax returns, an anonymous former executive from the bank has reportedly said.

The committee says the House is considering legislation related to government conflicts of interest and presidential financial disclosures, among other things.

Representative Elijah E. Cummings, the Democratic chairman of the oversight committee, hailed the appeals court's decision.
